De acuerdo a información proporcionada por el Director de la Oficina de Aduanas y Protección Fronteriza (CBP, por sus siglas en inglés) de San Diego, Pete Flores, actualmente son 545 los inspectores que están atendiendo temas relacionados con la migración en la frontera con México. De este total, el 1 de abril de 2019, 51 inspectores de la garita de Otay Mesa fueron asignados para este propósito.
No obstante, desde el pasado lunes 29 de abril, 21 inspectores ya están de vuelta en el puerto de carga de Otay Mesa, permitiendo con esto, la operación de 9 de los 10 carriles del recinto. Es decir, ha sido posible la apertura de uno de los carriles que permanecía cerrado desde el 1 de abril.
Del total de inspectores que estarán atendiendo cuestiones migratorias, 245 seguirán siendo reasignados desde la frontera sur, mientras que el número restante se conformará con personal del resto del país en lugar de usar el 100% de los inspectores de la mencionada región, así lo mencionó Pete Flores ante la Cámara de Comercio de Otay Mesa.
Se desconoce cuánto tiempo más serán requeridos para atender esta situación o si el número de elementos se incrementará o disminuirá. La situación está siendo manejada como una crisis temporal. El CBP en San Diego está reclutando nuevos inspectores para cubrir el número de puestos vacantes en la aduana de Otay Mesa, la mitad de ellos deberían estar contratados al finalizar el año y listos para trabajar después de pasar por el proceso del CBP que incluye meses de entrenamiento académico. La falta de inspectores también está siendo atendida reubicando inspectores a Otay Mesa desde otros puertos fronterizos.

545 inspectors are currently working on addressing ilegal surges across the border, among other migrant related issues. On April 1, 2019, 51 inspectors were redeployed from Otay Mesa for this purpose.
25/51 inspectors are back at the Otay Mesa Cargo Port as of last Monday, which allowed CBP to open 9/10 lanes instead of 8/10.
245 of the 545 inspectors will continue to be re-deployed from the Southern Border and other inspectors throughout the Country will also participate in the re-deployment versus using 100% of Southern border inspectors.
It is unclear how long the 545 inspectors will be required to work on migrant related issues and if this number of inspectors will either decrease or increase. This is currently being handled by the administration as a temporary crisis and no funds are being appropriated for these functions, meaning the workload has to be addressed by other DHS employees that are trained for these functions.
CBP in San Diego is aggressively recruiting new inspectors since there is a 20% vacancy rate at the Otay Port. Half of the inspectors should be hired by the end of the year and they should be available to work once they go through the CBP process, which includes several months of academy training. So relief is coming but not immediately.
Immediate relief is already being addressed by shifting some inspectors to Otay Mesa from other ports.
